"It is never legitimate to make an accommodation decision based on what other people will try to do," said L. Scott Lissner, ADA coordinator at Ohio State University and president-elect of the Association on Higher Education and Disability. "In terms of determining your accommodation, the other 10 million people in the universe are irrelevant."
